Some videos use formats 1SE can't play smoothly. Saving the video again usually fixes it.
On iOS, open the problem video in Apple's iMovie app and save it again to your Photos app.
On Android, the same trick works with any video editor: import the problem video, export it again, then pick the new file in 1SE.
