You can use Live Photos to create snippets on 1SE.
Since these are just short videos, the app can process them like any other.
Android
On Android, Motion Photos (including Top Shot on Google Pixel devices) are supported. Simply select the motion photo when adding a snippet, and it will automatically be converted into a video.
