Yes. On iOS you can use Live Photos, and on Android, Motion Photos.
On iOS
You can use Live Photos to create snippets on 1SE.
1SE treats them like any other short video.
On Android
On Android, Motion Photos (including Top Shot on Google Pixel devices) are supported. Select the motion photo when adding a snippet, and it will automatically be converted into a video.
