Yes, you can use Live Photos (iOS) to create snippets on 1SE.

Since these are just short videos, they can be processed by the app like any other video.

For Android, Motion Photos isn't fully supported yet.

As a workaround, you'll have to re-export your motion photo as a video from your gallery app and use that as a snippet.
